Pdf Summary
This document summarizes the content of two modules: "Maintaining Certification on the National Registry" and "Recent Updates to the FMCSRs" from the National Registry of Certified Medical Examiners.

Module 2 provides information on how to maintain certification as a Medical Examiner (ME) and reviews recent regulatory changes related to the National Registry. MEs are required to attend accredited training programs and pass a certification test to be listed on the National Registry. To maintain their listing, MEs must comply with regulatory requirements, such as updating their profile within 30 days of any changes, maintaining valid licensure and certification, retaining certificates of completion, and making documents available upon request. Failure to comply may result in removal from the National Registry.

The module also introduces the Medical Examiner's Certification Integration Final Rule, which addresses the electronic transmission of driver medical information, changes to examination forms, reporting requirements for MEs, and specific examination information shared with drivers. MEs are now required to use specific forms for recording examination results, report results electronically by the next calendar day, and report when no examinations have been conducted. The final rule also outlines the process for emergency, involuntary, and voluntary removal from the National Registry, as well as the reinstatement process.

The final rule also includes changes regarding the issuance of original paper Medical Examiner's Certificates. Beginning June 23, 2025, MEs will no longer be required to issue paper certificates to commercial learner's permit (CLP)/commercial driver's license (CDL) applicants/holders as proof of medical certification. Instead, information will be electronically transmitted from the National Registry to State Driver's Licensing Agencies (SDLAs) for posting to the CDLIS record.

The knowledge checks in the module cover topics such as maintaining listing on the National Registry and the changes introduced by the Medical Examiner's Certification Integration Final Rule. These include reporting requirements, notification of drivers' physical qualification status, and the effects of the rule on MEs, drivers, SDLAs, and motor carriers.
