Module 3 of the National Registry of Certified Medical Examiners' Periodic Training provides answers to frequently asked questions (FAQs) regarding conducting medical qualification examinations for drivers who are not domiciled in the United States, as well as other special situations. <br /> <br />For drivers with a foreign or no license, the certified medical examiners (MEs) should verify the driver's identity with a photo identification before conducting the examination. MEs do not need to know where the driver is domiciled to issue a Medical Examiner's Certificate. However, it is the responsibility of the State Driver's Licensing Agency (SDLA) to determine whether to issue a standard or non-domiciled commercial driver's license. <br /> <br />MEs are not required to certify the driver's level of English proficiency, but they should only conduct examinations when they can communicate with the driver effectively. MEs can refuse to conduct the examination if they cannot obtain a complete medical history due to language barriers. <br /> <br />MEs may issue a Medical Examiner's Certificate to foreign drivers who require a Federal medical variance, but they should inform the drivers to contact FMCSA's Medical Programs Division for more information about the medical exemption or SPE Certificate. <br /> <br />Results of commercial motor vehicle (CMV) driver physical qualification examinations for drivers not domiciled in the United States do not need to be entered into the National Registry. However, FMCSA may request the examination results when needed. <br /> <br />The module also includes a knowledge check with questions on topics such as verifying a driver's identity, restrictions on medical marijuana for CMV drivers, and driver qualification requirements.
