Pdf Summary
The January 10, 2007 Medical Review Board Public Meeting of the U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) discussed the use of Schedule II drugs and their impact on motor vehicle crashes. The meeting included presentations from experts and discussions among the board members. Dr. Natalie Hartenbaum, a member of the Medical Expert Panel (MEP), presented the panel's concerns about the use of prescription drugs and the potential for misuse and dependence. Dr. Stephen Tregear presented the results of a research report that evaluated the effects of Schedule II drugs on driving ability and performance. The report concluded that while single-dose studies showed negative effects, longer-term use of these drugs did not have a significant impact on performance. The MEP made several recommendations, including the removal of the current exception that allows drivers using prescribed Schedule II drugs to operate commercial vehicles. They also recommended expanding the current drug testing regimen and providing safety education for carriers and drivers on the effects of medications. The board approved motions to obtain more information on how other entities deal with similar issues, review the current drug testing regimen for potential expansion, and acknowledge that the absence of evidence-based research does not mean there is no potential adverse effect on driver abilities. During public comment, one organization supported the elimination of the exception for drivers on Schedule II drugs, while another asked for clarification on a motion regarding drug testing. The board noted that any proposed changes would be subject to public notice-and-comment and regulatory processes.
