Pdf Summary
The Medical Review Board (MRB) has made several recommendations regarding various medical conditions and their impact on the ability of individuals to drive commercial motor vehicles (CMVs).

For individuals with Parkinson's Disease (PD), the MRB recommends that a diagnosis of PD precludes an individual from obtaining unconditional certification to drive a CMV for interstate commerce. However, in some instances, CMV certification may be possible if the individual meets specific criteria based on an evaluation by appropriate specialists. Similarly, for individuals with Multiple Sclerosis (MS), a diagnosis of MS precludes unconditional certification, but certification may be possible in some instances if certain criteria are met.

The MRB also recommends adopting a general framework for determining fitness to drive a CMV that relies upon a "functional" evaluation of multiple domains important for safe driving, including cognitive, motor, perceptual, and psychiatric function. This framework would be applied across many diseases/conditions.

The MRB provides specific recommendations for individuals with narcolepsy, traumatic brain injury (TBI), psychiatric disorders, stroke, sleep apnea, seizure disorders, cardiovascular disease, diabetes, and other medical conditions. These recommendations include guidelines for certification, evaluation, treatment, and monitoring of individuals with these conditions.

The MRB also suggests that there should be regular reviews of the guidelines to determine if any revisions or updates are needed. They also recommend the creation of nationwide databases on CMV operators involved in fatal vehicle crashes and on all CMV operators to assess the relationship between the driver's physical and mental health and driver safety.

Overall, the MRB's recommendations aim to ensure the safety of CMV drivers by taking into account the potential impact of various medical conditions on their ability to drive safely.
