This document is an addendum for Module 5 of the ACOEM Commercial Driver Medical Examiner Training Program. The addendum provides an update on the evaluation of drivers with limb impairments. According to FMCSA regulations, drivers with a loss of all five fingers are considered to have the loss of a hand and are medically disqualified. However, drivers with the loss of fewer than all fingers should be evaluated to determine if there is an impairment, defect, or limitation of a limb. If there is an impairment that interferes with normal driving tasks, the medical examiner should fill out the appropriate forms and the driver should submit an SPE Certificate application. It is important to note that the SPE Certificate is only relevant for stable impairments of extremities and does not apply to conditions that are not stable or related to impairment of the spine. This addendum is part of the ongoing update to the CDME course, and more changes are expected once the ME Handbook is finalized.
